The bill, introduced by Councilmember Jim Graham (D-Ward One), authorizes the Mayor to create new dog parks or add off-leash play areas for dogs in existing District - or federally-owned parks. However, the legislation does not actually establish any dog parks - it only allows for them to be established. Any additional parks or changes to existing parks would include notice to the public and a public comment period. "This is a great day for people and dogs in the District of Columbia," said Councilmember Graham. "I live with three dogs myself, and I can tell you they're so much happier and better-behaved when they've had a chance to run around and do what dogs do. I really appreciate all the work the community - including AMDOGS and DCDOGS - has contributed to this effort." The Humane Society of the United States hailed the passage of the Graham dog park bill. "Dog parks are wonderful places for dogs to safely engage in socialization and exercise, both of which are essential for their wellbeing," said Stephanie Shain, Director of Outreach, Companion Animals for HSUS.
A section of Walter Pierce Park, near Adams Morgan, has served as a temporary demonstration dog park since 2002 pending the passage of this legislation. This area has a tall fence with a gate and a sign clearly indicating that dogs are playing off-leash inside. "With the Council's approval of this bill, the District joins some of the greatest cities in the United States that have been able to enjoy this as part of their urban living," said Eloy del Toro, co-founder of AMDOGS. "One of the main drivers for this was better quality of life for people and their dogs. Now the fun begins in actually building these parks." "After years of hard work and community building by a dedicated group of folks, it's great to see that the dog park legislation has been approved," said Mindy Moretti, an ANC Commissioner who helped establish the play area at Walter Pierce. "In Adams Morgan, we're looking forward to making our successful temporary dog park a permanent community fixture."
